The KC Biz Journal reports that the Legends at Village West is switching to an outlet mall format. The strip mall adjacent to the Kansas Speedway and the new Wizards stadium is also getting some new public art to go along with the new outlet mall format – a giant statue of an overweight Midwestern in a sweatshirt and stirrup pants.
